Retrospective hydrological analysis of extreme events are an essential part of hardening communities and infrastructure from the harm of future events. There is a lot of pressure to design ‘just right’ because over-design is an immediate real cost and under-design is a future potential cost. However, we need to be rigorous in examining the results from infrastructure and system design that isn’t ‘just right’. Each such event should be approached not as a failure but rather as a learning opportunity.
