Dr. David Gray. Water insecure regions are significantly constrained in economic opportunity. Water has great worth but no value, contrasted with diamonds which have great value but no worth. Water is difficult to store in sufficient volume hence there have been four great river civilizations the Nile; Mesopotamia (Tigris and Euphrates); the Indus; and China (Yellow and Yangtze)enabled by stable water supply. There is a shift that collective management of river systems is a win-win opportunity. Deals on water open up deals on infrastructure and economic development, where cooperation on water would otherwise be impossible. Water rights must be balanced by water responsibilities. Mismanagement of water in Mesopotamia has created pre-conditions for conflict such as we are seeing in the Middle East today.
