The Global Climate Observing System draft  implementation plan is now open for comments until September 5, 2016. The 2016 plan is not an update but a new plan taking into account recent developments in earth observation science and policy. It won’t be re-written for another 10 years. With respect to river discharge the plan reports: “Need to improve reporting to data centres and access to data (some data are not available or arrive many years late). Observational requirements for a significant number of countries are poorly documented. Future potential of satellites is being explored. Sharing of historic data should be improved.”
