It is a hard to imagine how water can be managed without a mechanism for storage, which is the ultimate purpose of dams. It is also hard to imagine how it would be possible to manage people so that they can live and prosper within the constraints of natural water variability in a sustainable ecosystem approach. I was particularly intrigued by this statement in the article “In New Zealand, the government has recognised the Whanganui river by giving it the same constitutional rights as a person” . If what we are doing is not working, then experimentation with new ideas might allow us to begin to imagine a  future that looks less like the past and more like an ideal.
